Describe the bug

No matter which rule is selected, the NPC will engage every nearby enemy

Steps To Reproduce

Steps to reproduce the behavior:

  1. Recruit an NPC
  2. Select engagement rule to "do not engage"
  3. Spawn debug monster
  4. NPC spontaneously move to attack the debug monster.

Expected behavior

NPC should stay in place and not attack

Versions and configuration

  • OS: Windows
    • OS Version: 10.0 1803
  • Game Version: 0.D-7814-gfb08b0b [64-bit]
  • Graphics Version: Tiles
  • Mods loaded: [
    Dark Days Ahead [dda],
    Disable NPC Needs [no_npc_food]
    ]

The version 9592 works well with engagement rules, it probably caused by update in version 9603 or 9600, I cannot reach further versions before 9607 so that I'm not pretty sure about that. I don't know coding well but I will try to check it.
