Support the recently added multiaddr protocol http-path, so that Spark checkers can retrieve data from providers serving retrievals at non-root base URL.

Example value we need to support:

/dns/f03303347-market.duckdns.org/https/http-path/%2Fipni-provider%2F12D3KooWJ91c6xQshrNe7QAXPFAaeRrHWq2UrgXGPf8UmMZMwyZ5

I discussed this topic with the Curio team. The are serving retrievals at the root path (not using http-path multiaddr), therefore we don't need to implement the change described above in order to support Curio.
