Add bleeding and stable branches

Bleeding branch dev/testing and stable branch for releases. Both protected. Normally, new feature/enhancements/etc. are merged into bleeding, then bleeding is merged into stable when it's time to release all changes. Hotfixes can be merged directly into both bleeding and stable, which avoids having to release all changes in bleeding when a hotfix needs to be released.

This can wait until near release.
