We were having problems with callbacks not being called because of canceled requests (see the related issue for more info).
This PR fixes that by creating a hasBinds flag which we set to true after setting them, and calling the _fetch method in both, the _initialFetch and _onMapBoundsChanged methods which were the ones conflicting.
