Not sure why this is happening. Should check to see if it's happening anywhere else.

It's happening at all zooms that use Natural Earth, up to 9. At zoom 10 we switch to OSM, and the borders are fine.

Here's zoom 6: notice the incomplete red lines east of Mazatlán and north of Tepic.

Here's toner-lite, which uses the same Natural Earth data, showing the complete borders:

Is this a data import problem? A styling problem? Not sure.
