LocationUtil.checkPointInBoundingBox() incorrectly returns false #477

For some reason OTP Android is incorrectly returning false when checking if the lat/long:
28.05866283764341,-82.41802878677845

...is within the following bounding box (lowerleftLat, lowerLeftLong, upperRightLat, upperLeftLong):
24.5454892,-124.16933,49.273757,-69.965541

Github incorrectly closed this issue due to the reference in commit 7d6799f. I'm pushing a real fix for this shortly.
