US10 Student-administrator: Import applicant from .csv file

📋 User story

As a student-administrator, I want to import student applicant data from csv file, so that I can easily create applicants in the system using data from another system.

Extended description

It is current necessary as a student-administrator to manually copy the applicants information from SIS into a word document. Instead what could be done is for them to export the data into CSV files - which is currently possible. Then the next step would be to load the student data from CSV files into our system. Creating a new student in the process or when editing an exitising one.
