Write a release script

We should have an automated way to do releases. This would include, among other things:

1. build all models and update binaries
2. update input tar balls
3. update hashes in config.yaml
4. update documentation with new hashes

do install.sh and hashexe.sh cover most of what you intend with items 1 and 3?

We'd also want to put binaries in /short/public/access-om2/bin.
