Student toggle button should be disabled for students if instructor disables anonymity

Dependencies:

• "Create a toggle button for users to select to be anonymous"
• "Create a toggle button for instructors that enables or disables students ability to remain anonymous."

Acceptance Criteria:

• If the instructor toggle button for anonymity is off, the student toggle button should be disabled on their end. Disabled means the toggle button is not able to switch to the anonymous option (greyed out).
• If the instructor toggle button for anonymity is on, the student toggle button should work on intended where they have both the ability to post as themselves or post anonymously. The toggle button should work as a regular toggle does.
