Estimated Effort: 4 hours

Acceptance Criteria:

There exists a toggle button option for instructors that turns on and off.
There should be a title/description for the button that tells the user "on" means students can choose to remain anonymous, and "off" indicates students do not have the option to remain anonymous when posting.
