Describe the bug

https://certcc.github.io/CERT-Guide-to-CVD/tutorials/terms/cvd/ has a bogus target=blank tag in the responsible disclosure call-out box

@ahouseholder this should be resolved with #76 -- once confirmed I will send another PR that resolves the rest within the docs.

ps. it also seems to occur when (1) the following line contains underscored italic text, and (2) when the markdown link text (that's enclosed in brackets) contains underscored italic text.

if escaping the underscore fails per the PR, alternatively, just for the 3 cases involved causing this issue, we can try switching from the underscore italic syntax to the asterisk italic syntax.
