Make composite IDs more robust to user error

Adding new composite files to plotter will auto-generate IDs but there is a chance that a user might upload multiple files that get the same auto-generated IDs. The ambiguous IDs causes problems for plotter with mixed up data. We need plotter to somehow check the current existing IDs and auto-generate a unique one for new datasets.
