Update ETOR NBS PagerDuty Licenses

User Story

As a ReportStream team member,
I want to ensure ETOR NBS PagerDuty licenses are removed ,
until we have clarity on next steps of our integration with ETOR NBS.

Description/Use Case

There are several users in PagerDuty that are no longer on ReportStream, and we have a limited amount of licenses. In order to onboard more members to PagerDuty, we will need to remove the off-boarded team members.

Dev Notes

It appears that no one on the project has access to remove people from PagerDuty. It looks like you need to be an "Advanced User". We probably need to contact Pager Duty support to get this resolved, but with USDS as the account owner, I'm not sure how that will go.

Acceptance Criteria

• ETOR NBS team members and other off-boarded team members no longer have PagerDuty licenses on ReportStream PagerDuty instance

its been 2 weeks since a support ticket was submitted to the pager duty team and still haven't gotten a response. This is blocking us from adding/removing users to pager duty
