Normal Swaps: Allow to aborting lightning payment attempts

We eventually want to expose in clients a way to cancel a lightning payment, accept that the swap failed and refund. It's a common pattern in support requests that users know that the lightning payment won't succeed and wish to cancel it to get their refund right away instead of waiting up to 12h.
