Add an option to override PUE in the queries or cli option

Problem

When returning estimates related to use phase, it could be usefull to optionnaly multiply results by a PUE factor.

Solution

Add a optional PUE factor, by default set to 1 (transparent).

We could simply store those in a file and have an option on the CLI to use them or not. I don't think it would be practical to pass the actual values for the different regions on the CLI
