Follow mouse AND move (Pan/Crop) the source if needed?

I have a similar issue as in this issue except that I don't use any plugins

I set the base canvas in OBS studio as 9:16 so it is 486x1080 pixels. And now I would like the pan/crop to happen when I move the mouse outside of the boundaries that my Display capture is mapped on the base canvas (if that makes any sense to you).

Is it possible with this plugin?
