[Issue] error when updating to version 4.8.7 #1161

Describe the bug
Can't update to version 4.8.7.

To Reproduce
Steps to reproduce the behavior:

Download the updated file
Upload the file to cpanel
Visit app url from browser
See error below

Expected behavior
Unable to login and proceed. DateTime::
construct () : Argument #2
(Stimezone) must be of type ?
DateTimeZone, bool given
