fix spacing between input fields and fix footer position on the page #777

Description

Aesthetic fixes on taxonomy creation page:

  • Puts footer in the correct place, resulting in expected behavior (e.g., spans full length of the page, and all child elements are contained within the parent footer)
  • Adds a little bit of vertical space between the input fields

Post-Approval

  • It is the code author's responsibility to merge their own pull request after it has been approved

  • If this PR represents a merge from the Development branch into the master branch, remember to use the merge option
  • If this PR represents a hotfix into the master branch, a subsequent PR from master into Development should be made merge option (i.e., no squash).
