'/bbox reload' does not reload correctly the locales from addons #417

Description
Deleting the locales folder and then reloading BentoBox does not correctly reload the locales from the addons.

Steps to reproduce the behavior:

Run the server
Delete the locales folder
Do /bbox reload

Expected behavior
Locales from addons should be properly reloaded as well

Server Information:

Database being used (YAML, JSON, MySQL, MongoDB): YAML
OS: Debian
Java Version: Java 8
BentoBox version: 0.18.0
Addons installed? BSkyBlock 0.6.0 and Level 0.2.0
Other plugins? Vault and PlaceholderAPI

Additional context
It seems to be somehow related to #385.
