End Portal Island Setting

Is your feature request related to a problem? Please describe.
There is an option to control who can use nether portals (or maybe it affects end portals as well, but they should be seperate settings) but there is no option to control who can use end portals.

An island setting to control who can use end portals, since the end is now a thing, or split the portal setting into two if it currently affects both.

It's a portal setting right now, so it affects both types of portal. Again argument it to keep it simple.

I think it should be seperate simply so that island owners can choose who can access which portal.
