[Bug]: AIs can no longer set camera location shortcuts for 1, 2, 3 or 4 #12293

Describe the bug

When I pressed ctrl+1, ctrl+2, ctrl+3 and ctrl+4, I noticed I couldn't set camera location shortcuts while playing AI.

What did you expect?

I expected to be able to set locations with 1 through 4 that I could jump to as AI

Reproducible steps

Be AI
Press ctrl+1
notice it doesn't set a shortcut
