[Bug]: Handcuffing someone to operating table doesn't prevent them from standing up #11953

Describe the bug

As the description says if you handcuff someone to operating table doesn't make them lie down and they can stand up and lie down as they want, making forced operation requiring you to knock out the person, which shouldn't be the case i believe as you cannot stand up while being buckled to a regular bed.

What did you expect?

I expected person buckled down to operating table to not be able to stand up.

Reproducible steps

1.Hand cuff someone
2.Try to buckle them to operating table.
3. Repeat step 1 and 2 with regular bed
