Serverless v3 no longer maintained

It appears that the Serverlesss Framework v3 is no longer maintained based on the lack of activity on simple security updates since around June serverless/serverless#12582

Regardless, the maintenance period is only until the end of the year.

We are unlikely to move to Serverless v4 due to the new license agreement, confusing pricing structure and just the general direction of the framework concerns us. v4 would likely increase the barrier to companies looking to use Baseline with little increased benefit.

We are seriously considering moving to https://github.com/oss-serverless/serverless or forking Serverless v3.

The nature of the current security issues are minimal in how these packages are used in Baseline but we would like to have them resolved either way.
