'In Disgrace All Are Equal' Blackshields Oath Not Removing HQ Slots in Zone Mortalis

Describe the bug:
When making a Zone Mortalis detachment Blackshields, selecting the oath In 'Disgrace All Are Equal' does not remove the compulsory HQ requirement or the detachment's HQ slots. The other functionalities of the oath with modifying the stats of models with the Character sub-type seem to be working.

To Reproduce:
Steps to reproduce the behavior:

1. Create a new Horus Heresy 2.0 Zone Mortalis detachment for Blackshields
2. Select 'In Disgrace All Are Equal' as one of the Oaths of Vengeance and Wrath

Expected behavior:
Selecting the 'In Disgrace All Are Equal' oath should remove all of the detachment's HQ slots and remove the compulsory HQ requirement.
