Description
Removed all decency injections in order to make terraform deployment Idempotent.
These decency injections would trigger a set of new creates/destroys because they are computed while being executed.
Also added some minor comments to guide the user to use remote state instead of local state.
This configuration was tested in Azure Commercial and Government (usgovvirginia)
