Description

Some of the source files do not contain the required copyright header.

For example, Bicep files should contain this header:

// Copyright (c) Microsoft Corporation.
// Licensed under the MIT License.

Expected behavior

All source code should contain the required copyright header.

To fix, consider an automated PR check that fails if a copyright header is missing.
