Description.

Would it be possible to relax Python version constraints?

The most recent version of iotedgedev on PyPi excludes Python 3.10+. As a result, quite an old version 2.1.0 gets installed.

Unfortunately, our latest version of Python support is v3.9. We will put this in backlog.
