[Extendable Param Files] Add a warning when referring to a non-existent .bicepparams file #14847

When I am creating a shared bicepparam file and refer to a non-existent .bicepparams file using the 'extends' keyword, I don't get a warning that the file does not exist.

It would be helpful for users to be able to know if they accidentally misspell the file.
