Add package details to management plane SDK app

Similar to what we have for data plane, we need to be able to link an ADO package work item to the release plan it belongs too.

• This will need to happen after the SDK PR is merged
• Only for Greenfield services
• No need to show the package name approval
• The location will depend on the outcome of Update design of tasks for the management plane sdk milestone #9186

Solution: Create a cloud flow to automatically link package name selected in pre-requisite and package work item.

This is already linked to management plane SDK release plan.

Pending change is to show a dropdown v/s approved namespace based on greenfield v/s brownfield.

Prereq step shows a dropdown if SDK is new a brand new SDK.
