Create a release plan feature needs to read the Info meeting state to determine if an Azure SDK Info meeting is required

Bug: The "create a release plan" feature should not block Services who are not required to schedule Azure SDK Information meetings. Brownfield Scenarios do not require Azure SDK information meetings unless they are adding new initial SDKs.

Requirement:

• The Info Meeting state field needs to be "read" to determine if there is an Azure SDK information meeting required. If the field value is "Not Required", then there is no Azure SDK Information Meeting required. The values states are "Required", "Scheduled", and "Completed". Any of these values indicate that there was an Azure SDK Info Meeting required and the meeting needs to be completed prior to creating a release plan.
• As suggested by @sandeep-sen - Update the pop-up box to include a link to the Azure SDK information docs page so that the user's understand what the meeting is and how to schedule it. https://aka.ms/azsdk/onboarding/informational. We have an issue in backlog as well - Create a release plan - Info Meeting Pre-requisite not met but no link to scheduling app (Committed for dilithium-1H)  #7237
