The workaround is ctrl-click. The long term fix is to get a key from apple for signing the package

I have mail with the signing group that started the process of getting setup for this, its rather manual, similar to Java JARs, I'll bump the thread. Thanks for the reminder.

One option is to use control-click and then select Open.
Another is to go into System Preferences > Security & Privacy > General. Then click the lock to make changes, and select the Anywhere radio button to Allow applications downloaded from Anywhere - effectively bypass GateKeeper.

My advice is to use System Policy Control. (man spctl)
This allows you to keep the protection level high and easily apply fine-grained security control. For example, I downloaded and installed Eclipse Juno in /Library/Eclipse/eclipse.
In Terminal I used the following:
$ spctl –status
assessments enabled
$ spctl –add –label “Eclipse” /Library/Eclipse/eclipse/Eclipse.app/
$ spctl –assess -v /Library/Eclipse/eclipse/Eclipse.app/
/Library/Eclipse/eclipse/Eclipse.app/: accepted
source=Eclipse
