Steps to include TextAnalytics:

Update eng/ApiCompat/ApiCompat.csproj to include package references for the TextAnalytics library.
Update eng/Packages.Data.props to include the current versions of the packages.
Remove EnableApiCompat param (or set to true) from TextAnalytics csproj file.
