Upgrade all packages to the latest core-tracing

Pre GA: upgrade 1-3 packages to ensure compatibility
Post GA: upgrade packages to newer core tracing.

By using the tracingClient which ensures package name is passed to tracer we will support #16358 - closing that in favor of this.
By upgrading to the latest core-tracing we will remove OpenTelemetry/API from our dependencies, supporting #17068 - closing that as well in favor of this.

Note that this might end up an epic on its own, but for now I am keeping it as an issue
