[Code Coverage] Browser Tests - Generate reports for live tests

• Pick a package(storage-blob for example), generate code coverage for browser tests, work with ENG SYS to figure out a way top show the reports for both node and browser tests.
• Come up with a common karma coverage config suitable for all SDKs. (This is independent of the work being done to fix the plugins or to come up with the perfect config - [Code Coverage] Browser Tests - outdated plugins and polluted report #12937)
• Eventually, fix the karma coverage config for all the packages mentioned here [Code Coverage] Node Tests - Generate reports for live tests #12935 to be able to show the code coverage reports for the live test pipelines.
