Is your feature request related to a problem? Please describe.
Currently you can only create deployment groups via the UI or the REST API

Describe the solution you'd like
az devops deploymentgroups create --organization contoso --project widgets --description foo --name mydeploymentgroup
Additional context
There's already a REST API that can be used to create deployment groups
