Code="OperationNotAllowed" Message="Operation 'startTenantUpdate' is not allowed on VM 'scheduler' since the VM is marked for deletion. You can only retry the Delete operation

hashicorp/terraform-provider-azurerm#6669

Workaround : need to add an explicit dependency on the ASG association
