[HLC] generation get stuck on enum generation

This issue seems to have been reproduced in a higher version of Codegen

this is the code from main sdk repo:

and it is generated with 6.0.23

after my investigation, it works on 6.0.23 and 6.0.24 but not on 6.0.26 and 6.0.27
