refactor: simplify golangci-lint invocation

Reason for Change:
This shell hackery is no longer necessary now that golangci/golangci-lint#276 is fixed.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
