chore: add 1.16.11, 1.17.7, 1.18.4 hotfix packages to Windows VHD

Including hotfixed Windows k8s binaries with fixes to metrics/stats if pods use init contianers.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
