chore: remove defunct build-windows-k8s.sh script

Reason for Change:
Removes make build-azs-windows-k8s and its supporting script, because creating this archive is now handled by the upstream Azure Pipelines build of Kubernetes.

Issue Fixed:
Closes #2266

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
