Repro:

Start both OPC Publisher and server (Subscription id 1, 2, 3)
Restart publisher (Subscription id 4, 5, 6)
Restart server (Server side are id 1, 2, 3, publisher side still 4, 5, 6)

Recovery only by restarting publisher.
