Create Storage Account setup script for Terraform state file #1

User Story

  • As an Azure customer
  • I want a simple setup script, e.g. setup.azcli
  • in order to (semi-)automate* the baseline required infrastructure

*I am choosing to use Azure CLI tools instead of bash or Powershell so that users must run the commands one at a time, which re-enforces Azure and Terraform concepts.
