Subject: [PATCH] chore(ci): Mirror Aztec-nr (#2270)

solution for:
- https://github.com/AztecProtocol/aztec-packages/issues/2265
- handles renaming noir-libs -> aztec-nr
- renames what was aztec-nr to just aztec

aztec-nr lives here (with full history):
- https://github.com/AztecProtocol/aztec-nr
- once this is merged it can be made public and a nice readme put on it
