Handle notes that fail delivery

If note delivery or log processing fails, we simply push forward as if nothing had happened. It is possible for these processes to fail due to temporary issues, e.g. poor node connectivity, and we should properly deal with them. We should e.g. consider not increasing the tagging indices if the log we found does not result in a note (perhaps with some number of retries?).
