feat(helm): persistence in aztec nodes

Depends on #10149

We need to mount PVCs into our aztec nodes so that when they restart we don't need to sync the chain from scratch.

This test will be considered complete when we have a k8s run through the passive gating test that uses the otel metrics to ensure that a node does not sync the chain from scratch when it is restarted.
