feat(sequencer): mana per second benchmarking suite

In order to systematically improve our block building time, we must create a thorough benchmarking suite.

This initial issue will lay the groundwork.

This issue will be considered complete when there is a test that simulates a transaction containing 1 public transfer and emits an otel-style metric for the mana/second observed for that particular simulation.
