Describe the feature you'd like

Implement the Expander events from WinUI. Especially, Expanded and Collapsed.

  • Expanded
  • Expanding
  • Collapsed
  • Collapsing

Describe alternatives you've considered

Observe the IsExpanded property to simulate expanded/collapsed.

Additional context

  • This also follows the Flyout events.
  • The WinUI implementation should be followed. Additional functionality will be compared and implemented if missing too.
