Pre-publish checklist displayed on mobile devices even the option is turned off #92388

Quick summary

When a post or page is about to be published with a mobile device, the pre-publish checklist is displayed even if it's set on the editor options not to display it:

Steps to reproduce

  1. Use a mobile device or a small viewport.
  2. Create a new post/page.
  3. Click on the publish button.

What you expected to happen

Not seeing the pre-publish checklist if the option Always show pre-publish checks is unchecked or if the Enable pre-publish checks is deactivated on the editor preferences:

Also, this last option is not displayed when accessing preferences from the mobile device:

What actually happened

The pre-publish checks panel is being displayed.

👋 Thanks for the issue! This is actually WP core behavior and the rationale behind it is in this issue: WordPress/gutenberg#10475.

I think we can close this issue here and maybe raise a new one on Gutenberg repo and/or comment on the old GB issue.
