Paragraph Block: Add direction option to paragraph block, even if the site isn't set to an RTL language #62319

What

Gutenberg has a feature that allows people to choose the direction of text on sites that have RTL languages as their default:
WordPress/gutenberg#28221

Can we get that option somehow on non-RTL sites as well?

Why

It's not entirely uncommon for a site made in one language to have blocks in another. Consider sites for people who want to learn an RTL language, or a site for studying texts in another language though the content is primarily LTR.

It would be nice for a site that isn't RTL to have block-based RTL controls.

How

Given that this isn't a terribly common ask, but which would be useful for anyone who needs it, I'd guess an option in the paragraph's settings (Typography for example) would probably work well.
