In all stats modules, the placeholder pulsing skeletons are replaced after six seconds by a spinner. Lets reduce the spinner display time to 3 seconds instead.

After the break-up of the _stats.scss file, these styles have landed in [stats-overview-placeholder] file, but should probably live in stats-module since they affect all components that follow the stats-module styling.
